Unfortunately - No. Ocellaris clowns prefer rather large anemones - like Heteractis Magnifica - which is a large growing (12"+ dia) species.. It's sometimes possible to get a clown of any species to host in an anemone that it probably would not in the wild - but then again, the nem may never accept the clown. If you do not provide the proper species of anemone, there's NO promise your clown will ever be hosted by the nem, so it's best to research which anemone species readily accepts which clown species - PRIOR to purchase.
The H. mag. nem that will immediately host most ocellaris clowns needs Lots of light, an established - 6+ month old tank, and ROOM - like 75+ gal.

WELCOME to the site.
No, you do not need to put a clown with an anemone in a 2g tank. Try to set up AT LEAST a 55g, preferably paired with a sump for additional water volume. It will make your water parameters more stable, it will give the anemone enough room to grow and remain comfortable. I wouldn't put an H.Mag. in anything less than a 75g though to be honest.
If you can't afford a larger tank at the moment, don't get an anemone and clown. Stay with something small like a neon goby, yellow or green clown goby, green stripe goby or the like... Make sure you can meet the needs of your livestock choice first before making a decision on how big your tank needs to be.

Welcome to the site...
An anemone needs really bright MH (Metal Halide) lighting...I don't think you can even put MH lighting over a 2g tank. A tiny neon goby (sized fish) and some macroalgae with a small rock, and a couple of snails is all that will fit in such a tank. At least that is what I see in those tiny nano tanks....or dwarf sea horses.
