Odd algae outbreak again (this ones different) and skimmer question

My HOB skimmer has always been set to the lowest setting (watery skim) and my tank was nice and clear. I got done with my dark brown algae break out, but since then I have had this green outbreak all over my glass. It makes my tank look cloudy and I have to wipe it off EVERY DAY because it comes back that fast. It comes off easily with a tooth brush but if I use my hand, a slimy coat comes off but there is still a gritty feeling to the glass so I use the tooth brush.
Its not growing on the rocks and its cleaing up on the sand but its only on the glass. I switched my skimmer to thick skim so do you think thats my problem? I switched the skimmer back to see if it makes a difference.

So I guess the question I should be asking is since my tank is less then 2 months old am I still going through the cycling process?

Everything is where it is supposed to be.
I lowered the skimmer and put a water polisher pad in my filter and my water is clear now, but that film is still on my glass every morning. Its not that thick like in the picture but it makes the tank look like a haze. This picture was taken of the side glass and I dont scrub that one every day.

Can you give the break down of what you all tested for and what the readings were. Also what kind of lights do you use and whats the lighting cycle? Do you use RO water or tap water and what kind of salt and have you tested your top up water or water you use for water changes. What are you feeding how much and how often?? How often do you do water changes? What are you using for filtration? This info will give insight into why you are having this algea problem. There are a ton of possiblities this stuff will help narrow it down.

Well the good news is that I put a polisher pad in my filter, switched my skimmer to watery skim and my tank is crystal clear.

I use a magnet scraper every other day -- I get a slower build up of green algae, my readings are all 0 but I know there are still a lot of nutrients in my water. Maybe I need new test kits but nitrates/phosphates say 0, all sps's are growing great but yeah - I do get green build up on the glass.
I'm also thinking my halides need to be changed out, but scraping it off with a magnet scraper I feel it also "feeds" my corals and clams as growth is good and everything is healthy.

From the picture it doesn't look too bad. Looks like you have the circulation, sand/rock doesnt look bad. How ofte do you scrape to when it comes back and how heavy?

I scrape every evening, but I have noticed that the layer is getting thinner and thinner every day. I just recently changed over to RO water a week ago so maybe its all the nasty stuff from my tap water making its way out or something
Yea I got the #4 on the left facing behind the rock so that it does not blow my others around like crazy and it works REALLY well. My tank flows in a circle except when the rotator moves the current for a second.
Oh I forgot to add that I am in the process of changing my bulbs out. These are the ones that came with the fixture and im thinking that might be part of the problem
