Just out of curiosity... why replace a ballast on a brand new fixture?
The icecaps are efficient... but the efficiency makes sense when you are looking to purchase a ballast... not replace. When you are purchasing, you need to spend the money one way or another so you are really only looking at the price difference. When you are replacing, you need to make up the entire cost of the ballast... I doubt the efficiency will gain you enough to break on the cost anytime soon.
I don't know what size tank it's on, but if it's the 30", the most it could be is a 40 gallon, which the 250 will be more than enough for no matter what ballast you use.
