I have a little oil or something on the surface water in the back of my tank. I saw it there after I added my salt or maybe it is the oil from my hands from putting in the live rock. How can I remove this, it is just a little bit. Should I just use a syphon or is there a better way to do it?

A skimmer would help some but the main cause is bad surface water circulation. My freshwater tanks get this problem sometimes. Stirring it up can get old quick so if you have some power heads adjust them to lightly circulate the surface.

This oily film is non toxic it is just unsightly. It is caused usually by fish food mainly frozen and wastes. No need to worry. It is only seen where surface agitation is minimal.

Megabyte was right about part of the source is oil from your skin, it is also in some fish foods. I always wash my hands before entering the tank.
