Whether an algae scrubber, a refugium full of macros, or even a skimmer with live rock, one of the most important things in any closed environment like our tanks is to get the plant life thriving to balance out the animal live and stabilize operation.
Do you need and algea scrubber. no
Do you need a refugium with macros no
do you need a skimmer and live rock no.
Can you maintain a tank as an open system with water changes yes.
But don't expect 10% per week water changes to accomplish that. More like several 100%/day changes with perfect water.
So IMHO it comes down to what is affordable and easy to implement. Which I feel is algae scrubbers or macro algaes.
