I have an orangeshoulder tang (juv.) @ about 4 in. in my 55 gal. I was told i might get away with adding a convict tang is this possible? If not can i put any angels in with my cleaner shrimp?

The orangeshoulder will outgrow the tank as it is. I wouldn't add any other tang unless you upgrade to a very large tank.

agreed. any dwarf angel (no full-size angels in a 55) will be fine with your shrimp.
