If he took out the Dragon Wrasse I personally think he would be okay. None of those fish are going to get much bigger than 5" and most will stay pretty small.

I don't think the 8 fish are to much (the damsels could be aggressive tho in time). It does seem like a bit much live rock to me (I hope the stand is a good one with that much weight). Since you say a 46 I am hoping it is a bowfront 46 which gives it a bit more center room (I have one and it is very good looking as my showtank in the living room). The Dragon Wrasse could be a problem as it will in time grow attached to sampling some of the corals in the tank (as a juv they are ok but as they grow they get interested in nibbling).

If he's had it for a year and no real problem then good for him! I probably wouldn't have put in that much live rock myself. Heck, my 75 only has about 100#s.
