Overflow box issues

I have a 250 g with built in dual overflow boxes. I have durso stand pipes built inside the boxes. Originally, the boxes seemed to work great. Lately, there is surface scum and the water around the boxes seem stagnant. Obviously, there is still flow through the sump but it seems as if the surface is stagnant. Any help would be greatly appreciated.

You can try cleaning the teeth and the durso stand pipes inlets. If they become clogged the water level can rise letting the top of the water build a film.
