I also have a panther grouper but it is much larger. I believe he is staying at the bottom because he was just put in and the acclimation may of stressed him. How long did you acclimate him for and what method did you use? Also i would first see if the grouper would eat freeze dried krill or silversides. Those are the two best choices. But if he doesnt accepct the food then i would try the live things. Mollies and ghost shrimp are two of your best bets for the live food. He will eat like a pig when he starts taking food. Good luck!

a lot of fish swim weird when ther're first in the tank acclimating like a yellow tang might be all skiddish when first introduced but calm down when they get settled in but could your grouper be being bullied and how big is your tank

well how big is the shark cause it will need a 180g minimum tank. It is a good sign if he is eating, but definetly try to take him off the live stuff, it will save you a lot of money. Though the walking with his fins is weird. Maybe it makes him feel macho :hilarious But i really have no idea. Might want to ask the lfs if you think they know what they are doing.

best foods for your grouper at his size are frozen food(thawed) not freeze dried freeze dried foods lose valuble nutrients in the drying process.i recomend mysis shrimp, phlanton, krill chopped up small, chopped squid, small fish portions(chopped)such as silverslides or any sw species not mollies unless housed in a sw enviroment(due to its diet in fw) I have a large panther 12 in or so. they are a very weird fish with odd behavior trates such as laying about the bottom og the tank and leaning on the rocks as if to hold itself up but eat like pigs be sure your shark gets plenty of food if the grouper has its way he will get all of it.

Well, simply, don't give it to them.
This sounds harsh, but don't let the fish train you. Very few predatory fish are so stubborn that they will starve to death instead of eating something else. YOu may not have to feed him for awhile until he gets hungry enough to try something else. This is common with lionfish. It is unfortunate, IMO, that you have an LFS that feeds life feeders for these fish. It really isn't typically necessary.
But basically you may just have to overcome the feeling that you are not taking care of the fish by letting him go without for awhile.
But first just try and see if it will eat anything else. May surprise you

do not feed your fish brine shrimp its uselesss to sw fish as a food source !!! above i listed good foods for your fish to eat your fish all carnivores need a variety of types of foods.no single food will give him all the nutrients he needs to stay healthy as for him (shark)walking about the bottom of the tank hes looking for food on the bottom.
these are tohe foods i feed all of my meat eating fish(canrivores)
mysis shrimp, phlanton, krill chopped up small, chopped squid, small fish portions, clams(chopped)such as silverslides. as your fish gets larger the food sizes can go larger.i presoak all the foods in selcon and garlic extreme for added vitamins in a cup of water to thaw fully.then feed.any meat eating fish you have will do well with almost everything i have listed the clams are kinda iffy half my fish and my shark dont like the clams but that doesnt mean yours wont.they all eat the rest

i get some from LFS other at grocery store and chop myself to save a bit of money and get larger peices for my larger fish.meijers normally carries a larger variety of seafoods such as raw squid tubes and tenticles for less than 4 bucks per pack.raw shrimp scallops ect .and fish fellets ocean variety is what you need.rinse everything well before feeding in fw to ensure no bacteria is placed into your tank.the rest can be purchased at LFS prepaired food with added vit and suppliment.
