Parasite Question

I currently have a yellow four-spot wrasse in quarantine. He has developed opague spots on his tail fin and what seems to be an opague fluffy growth on his top fin. He also has an irritated area on his side and occassionaly "flinches". He eats fine and has not lost any colour as of yet, but I was wondering what he has and how it should be treated. I'm guessing it is some some of skin parasite? Any suggesteson cause and treatment would be appreciated.

I recently got this fish a couple of days ago (my husband picked him up because I wanted a yellow wrasse). The water in my quarantine tank is the same as my display tank.
Ammonia = 0
Nitrite = 0
Nitrate = 0.4
Phosphate = 0.4
Temperature 24.5
Salinity 1.23
We obviously bought him this way, but I think he is "curable" and I would rather treat him than return him. The best I can decribe his ailement is that he has a couple of whitish/opague slightly fuzzy looking patches. One on his tailfail, one on his topfin and one on his side. He is alert and eating well, but he does scratch a lot. It doesn't look like ich to me. The white spot on his top fin looked more fuzzy then the rest until this morning when the fluffly thing fell off (along with a small portion of his top fin. The small notch in his fin now has a slight whitish fuzz around the edges.
I hope this description helps as there is not much more to say.
