I noticed some of my aiptasia had tentacles ripped off and it has to be my shrimp, but wouldnt the shrimp doing that cause the anemone to realease its young and cause more aiptaisa?

I think you mean release spores?
And yes, I do believe that if they don't kill the aiptasia, that this very well could release more spores.
You may be lucky and have peppermint shrimp that do eat aiptasia (some do, some don't) and the aiptasia might be too big for them causing too much of a sting and they can't finish eating it. Most peppermints can only handle eating the smaller aiptasia for this reason.

what if they realese the spores and the shrimp eats those when they start to grow instead of the big ones?

That is exactly what they do in nature, that way they have a supply of food. You can kill the big ones with Joes juice, and let the shrimp eat the little ones that crop up. I never had a peppermint that did not eat aiptasia.

You are very lucky then. Most of them don't, especially not the bigger aiptasia, once they are acclimated to aquarium life and realize that someone dumps fish food in the tank all the time.

actual
actually, i cut down my feeding to a minimum and have noticed two things. The shrimp is out more (because i feed in the middle of the day so there is less to scavenge at night, I think) and the shrimp eats aiptasia, When i got it it didnt eat them for the first week, then i started feeding less and it worked
