I set up my tank about 3 weeks ago, it has been cycling great btu now im getting all these bubbles on the sand bed... what I am wondering is if the bubbles are resulting in the higher PH?

bubbles are probaby just traped air that is working it's way out, it should go away, that is unless you have something that is putting air in the tank. such as a pump or power head.
And how high is the ph. should be 8.0 to 8.4. mine goes as high as 8.5 at late evening

Well i do have a power head but it is submerged and I also have a hangon filter but more so just break the water surface and add a little bit more filtration

as long as there not blowing bubbles back into the tank then I would say what your seeing is just trapped air excaping, that's normal at least on any tanks I've set-up. it will take a while but they will go away once all the air finds it's way out. I haven't seen were it causes a rise in ph though.
