Pimples on a puffer?

I have a narrow lined puffer. It looks as if he has white head pimples on his body. I treated the tank for ich for about a week and alas, the pimples remain. Any ideas?

Do the "pimples" appear when he loses his color a little and/or looks to be a little stressed? If it is what I am thinking of, it is normal. My puffer gets them as well, and it is nothing wrong with him. I have had my puffer for a year and a half and he gets them from time to time.

Recently my toby (it is HIS TANK, in his mind) has been picking on him. That is when the pimples appeared. Do you think I have a problem with the 2 puffers together? They started off as rivals, then for about a month everything was very peaceful. Recently the toby has been bullying the narrowlined. Won't the narrowlined eventually grow and put toby back in his place?

The fact that he is getting the pimples is not bad, but I would be concerned with the toby picking on him. He will eventually stand his ground, but only when he grows substantially in size. If he is still small now, I would say that one of the fish haf to go (unless you can move him into a less aggressive tank for now until he grows). I had the same situation with my puffer and an aggressive grouper that thought it was his tank.
