I wouldent put a flame angel in a 20 gal they get just a little too big. If you are dead set on an angel than I would go with a cherub angel because they stay smaller.

in the 20 gallon you can get clowns, gobys, royal gramma, and any really small fish that stay small.

I have a cherub/pygmy angel and it is my favorite fish. Very bright colors and extremely active, swims around the tank at full throttle. They like a lot of rock work to swim through and around. Also- smallest angel you can get and reef safe if you ever decide to add any corals. I think the cc star is very hard to care for.....maybe wait until your larger tank is established before adding one, but I am not positive on this. Bi-color blennies and shrimp-goby pairs are also a lot of fun IMO.

yes you can get a CC starfish .. since they eat corals... just keep that in mind.
i would say if you get a pygmy angel that you should only get like 1 or 2 other small small fish...
if not the pygmy then maybe 4 small small fish.. like a pair of percs a goby and maybe a gamma
what kind of filtration do you have on this 20?
how do you plan to take care of the bio load of fish? ...
what % of water changes are you doing and how frequent(sp)
