An orchid dottyback, a Royal Gramma (one or the other) or maybe a fairy wrasse would be really pretty with bright color for your size of tank. a Hippo tang needs a 100g tank and they stress very easy and die when they are very small, and even then a tiny needs a 55g. a small space makes them unhappy and adds to their stress, which makes them sick.
A canister filter or a good sized HOB Penguin or Whisper filter...the best would be a sump system. Use 2 nano power heads to create a current in the tank, the wave is the life of the ocean.
A good canister filter, I like Fluval 205 or the HOB will run about $80.00 to $100.00
