my porcupine puffer has these little white spots all over his body there small but noticable does anyone know what this is my dog face had these same spots a while ago and he died HELP

It doesn't sound that much like ICH, but I've never had experience with ICH, so I wouldn't know. Have you tried the garlic method/treatment. Go through the posts looking for suggestions on using garlic, supposedly it works really well, and I'm going to get a jar of cloves tomorrow. It not only prevents disease outbreaks, but actually treats them. HTH

so far its only the puffer that i can see little white dots
also i do have another tank 50 gallon but its not set up theres no substrate filtration, heater or anything like that all ihave is in the main tank are you saying move evrthing including the filter in the 50 gallon for this proces

You are in the perfect situation to treat using hyposalinity, you can leave your fish in your tank and perform the treatment with ease. So, take trojan's advise, and proceed with hyposalinity. It is safe for the fish, and your tank. And we will be here to help.

If you have a fish only tank, meaning no inverts, live sand or live rock, then you can safely treat all your fish in your main tank. Is that the case or not?
You must treat all fish, even those that have no symptoms. They may not have symptoms but they have been exposed, thus they must be treated.

That is good. Then, like I said, you can perform the hyposalinity in your main tank. You do not need a hospital tank. You should begin ASAP, as I know from past posts, that your fish have been sick fo several days already.
If need any more help with the procedures, just post back and let us know.

i have 1 more queston do u know how this ich starts in a tank is there something wrong with the filtration or does ich just happen for no reason

Cool, do like they say and use the hyposalinity treatment. Marine ich is apparently present in small amounts in all saltwater environments. It's brought into your "closed" environment by infected fish. Do yourself a favor and set up a Quarantine Tank (QT). This way everytime you get a new tank inhabitant you can place in the QT to avoid infecting the entire population. I've learned this the hard way ;-) Also, don't place your "clean" fish back into the display tank for at least six weeks. The life-cycle of marine ich is approximately 21-28 days. So I've started using the "six week" rule to be safe. It sounds like you could use a UV light also since no inverts and it may keep your outbreaks at a minimum as UV kills ich during the free-swimming stage when they are looking for a host. Hope this helps. Not an expert on this hobby but unfortunately an expert on ich ;-)
