first what are your water readings,how long has tank been setup, how long has puffer been in there,how big is the tank,what else is in w/ it, what kind of substrate

i have 4 damsels 1 snowflake eel its 80 gallon crushed coral reading are 0.0 for ammonia 0.1 for nitrite my tank has been set up for about 4 months i am doing hyposalinity on my tank now is that what could be making him do this

It is not the hyposalinity. It is most likely the ammonia. That in itself would be bad on a healthy fish, but on this sick fish, that has been sick for quite some time, it could be deadly.
Cool, do water changes to get and keep that ammonia level at zero.
Why is it up? Did that just happen? Did you add any medication by chance??

why is what up, he just statred breathing like this today the only thing i put in was amqueal after my water change yesterday amqueal gets the clorine out
