Well you're pretty much maxed out for a 20gal. Maybe 1 more fish, could do like a Sixline Wrasse but thats it. Along with 2 percs and a lawnmower blenny, thats all that should be in the 20g, aside from inverts & corals if you wish.

there are al lot of reef-safe wrasses if you want to spend a little more money. There's always the green or yellow clown goby... the green ones are sweet! I had a yellow one once and he was pretty neat too... he was yellow with electric blue stripes at the base of his fins.

In a 20 gallon tank an anemone is going to eat the other fish. Not enough space to avoid it. They do grow and split.

I doubt he/she will get an anemone big enough to devour entire fish and put it in a 20g tank. i've kept both LTA's and BTA's and have never had them eat any of my fish. Currently I have a neon greent LTA that's about the size of a dinner plate when fully opened, and he's never eaten any of my fish.
Also, if you get multiple cleaner shrimp in a 20g, they may become very territorial and fight. I had two cleaner shrimp and a fire shrimp in my tank all at once... all of them fought for territory.
The fire shrimp is more expensive, but he does an excellent job of keeping the fish clean. Of all the shrimp I've kept, he rides the fish and picks stuff off them the most.
