There is only one PVC that I am aware of. There is CPVC and ABS. The ABS is black and typically used for drain and waste. The CPVC is smaller in size, the fittings wont inter change. Well I guess there is another PVC that is used for drains. Just stick with the standard PVC. That will make everything easier. Plus you get way more fittings available to you. Also it will be OK to use the PVC glue. Reef Safe as long as it is dry. Even tho it has been done in a shorter amount of time I like to let the plumbing dry for 24 hours before use.
On the sump. If you will be using a glass tank for it then make sure to get glass cut for the baffles. I know acrylic has been used but, the glass 1/4" thick will give you a much stronger, and IMO longer lasting baffle in a glass box. As for the silicone well, there is a lot of uhmmm.......talk about that. You can buy the aquarium stuff which =$$$$ or you can buy the same stuff in a different package =less$$$. You will need to make the call as to wether or not the added cost is worth piece of mind.
A lot of folks use GE type I door and window. Not the Kitchen and bath. I have used this and had great luck with it. BUT..I have found another one that matches the All Glass brand to a T via the msds sheets. It is DAP 50 year silicone. It is a dark blue tube. I can post a pic if you would like.
In the end just make sure it is 100% silicone and......DOES NOT CONTAIN ANY MOLD OR MILDEW INHIBITORS.
Sorry so long.^^^^^

the bulkhead from my overflow is threaded (male). can i get a pipe the size of the inside of that or do have to get an adapter?
as for the baffles, im getting custom glass sheets
so the waterproof silicone and the "reef silicone" are basically the same thing?

The threads on the out side are for the nut to secure the bulk head. Is the inside threaded or is it smooth. If it is smooth then you have a slip bulk head and your pipe will glue inside it. If it is threaded then yes, you will buy a male thread pipe end to go inside.
Just make sure to have the glass cut 1/4" shorter than the width of the tank. Use the silicone to fill in the 1/8" gap on each side.
All silicone is waterproof. No not every silicone is the same. Some of them have mold and mildew inhibitors in them and can not be used.
The GE type I door and window is used a lot.

Just ask the salesperson if the items you want can be used with potable water. If they say yes, then it is aquarium safe provided that it contains no metal.
