PO4 Reactor Help

I have been running a PO4 reactor using RowaPhos as my media. I'm kinda confused on how much the media should be tumbling.
The RowaPhos directions say to just have the surface moving, but other people tell me that it should all be tumbling. Which is correct?
If I turn it down to where the surface is just moving the flowrate is very low, however if I turn it up, I am getting small pieces of the media into my sump and the into my tank.
Any advice will be greatly appreciated!!

the directions on mine say no more than 90 gals per hour going through it, aanymore will cause the media to breakdown and eventually clouding the tank
