Do a large water change for now and feed your fish garlic soaked food.
If things get worse or don't immprove, then post back. Unless you have a FO tank, meaning no live rock, live sand or inverts, you cannot treat your fish in your tank, you will need to setup a hospital. So you might want to be thinking along those lines in case this situation doesn't clear up in the next day or so.

2 gal bowel? As in goldfish bowel? No, I don't think that will do. You need to setup a small tank. Stress in fish is just as much a contributing factor in fish disease or health as meds, so you want to give your sick fish as much of comfort zone while sick as possible. I setup my 20L QT/HT for less than $50. You could setup a 10gal. No need for lights. No substrate. Use PVC pieces for hideout places for your fish. Will need some filtration or circulation of water.

Sorry, Lou, if the problem with the popeye is a disease process it will be a bacterial infection, not a parasite. "Baths" work with some parasite problems, never with infections.
