porcupine puffer

I'm new at having a salt water tank ( any fish tank for that reason ). My puffer all of the sudden has this problem. One of his eyes is swollen and is getting cloudy. He is not as active as he used to be. He is still eating. The only other fish in the tank with him are damsels. Can anyone help me out with this? Thank you.
