I have a new one been in the tank about a week it is small 2-3 inches. I can't seem to get him to eat. Any suggestions?

It is not uncommon for puffers to go on an eating strike after being moved. Garlic is a good idea...the smell stimulates the appetite. Another idea is live gut loaded ghost shrimp. That is how I got mine to start eating. I have seen some though that just refuse to eat and you have to actually force food into their mouth...then they are reminded "oh yeah, that is good". You might also try peas...right out of the bag peas..porcs love them. Just don't use krill (aka puffer crack).
