Powder Blue Tang Not doing Well

A week ago Friday I added a Powder Blue Tang to my tank and it ate some the following day. However, since that I have not seen him eat anything. Each day I have been placing the Algae in the tank and it is gone by the time I get home from work. I have a hard time believing that my one other fish, which is a Clown Trigger, is eating it all. I have even tried Live Brine Shrimp and it still did not work.
I have noticed that the fish has been scratching a bit on the decorations. I have looked closely at him and do not see anything. An employee at my local fish store told me that scratching is common with tangs. Is there any truth to this?
His face when I purchased him was a mixture between black and gray. It seems to be quite a bit grayer now. The same person at the store told me that this is nothing to be concerned about because when this fish gets scared or stressed the color changes. I am really getting discouraged with this fish. Would a Cleaner Wrasse be a good choice for my tank? I know it would help but I am afraid my Clown Trigger would eat it. At the present time my Clown Trigger is between 2 and 2.5 inches in length. Is he too small to be interested in eating a cleaner wrasse?

How big is your tank and how big is the tang? What type of tank do you have? What are the water readings?

I have a 75 gallon Tenecor Tank with a Wet Dry filter and an external EHeim canister filter. I tested the Ammonia and Nitrite the first day I noticed a problem with the fish. Both tests showed nothing wrong.
The Tang is 3 inches and I have one other fish in the tank, which is a small 2.5 inch Clown Trigger. At first the Clown was a bit upset with the new addition but the aggression has tapered off now.
I keep the temp in the tank at 76 degrees and the salinity at 1.023.
