I just recently bought a Powder brown tang, and he is constantly rubbing his body against the rocks. If this ICH, how come he doesnt have any white spots, he just rubs constantly? Is there a treatment for this or a preventive.
He may just have a few parasites at this point and not an all-out infestation.
The best treatment is hyposalinity. The procedure has been discussed here many times. A quick search will get you the info, if you decide to use it.

O.S.T. will this really kill all the parasite, and not harm my fish even though they are living under the recomended salt level. To do this procedure, just make sure i do it gradually(bringing my salt level lower)? How effective is this?
This is very effective, and will not harm the fish at all. In fact, for stress fish that are suffering from ich, the procedure will actually be a relief for them. You can only use this procedure in a strictly FO tank. That means, no LR or inverts, corals, macros, developed sand bad, etc. Stricktly FO. Otherwise, the fish will have to moved to hospital tank.
