My brother is trying to sell me a very beautiful powder blue for 40$ it is a cheap price for the size and beauty of fish.But when i went to see it i noticed his eyes were going side to side 100 miles an hr.He said because the fish was stressed out because he just switched it to another tank.well anyways i went back 2 days later and now the fish is swimming in circles and eyes still going side to side.Its behavior is not normal,what is wrong with this fish?

Brain damage most likely. It happens when the fish was cyanided, exposed to elevated toxins like formalin, low oxygen, any number of things.
Stay away from the fish.
