Surface agitation, aids in gas exchange...
Don't know about everybody else, but I do it to aid in the evaporation (cooling) process. I have also noticed a scumslick on the top without good movement.
SoOoOo... Right now sense I have a HOB filter that moves the surface water around pretty good.. I don't really need to worry about pointing the powerheads to the surface...

Helps to lower the tank temperature, helps with the exchange of gas at the service, and doesn't disturb my sand bed as the powerheads did when I pointed them anywhere but up!
