Problem with my flow rate to refugeium -to sump

I have 2 1inch bulk heads in the back of my 90-
flows down to a refugeium 21 gals with a 1 inch bulk head-
flows out to a 20 gal sump under my stand-
THE PROBLEM IS THAT FLOWING OUT OF THE REFUGEIUM IS SLOW , ALMOST LIKE IT NEEDS TO FILL UP A LITTLE THEN RELEASE THE FLOW TO MY SUMP. GIVEING IT A UNEVEN FLOW RATE: I run my tank with a mag 9 , maybe should increase the tank flow rate to a 12 or 18 or increase the bulk head size refugeium.
please help me out with this problem

If you have two, 1 inch overflows feeding the refuge and only 1 inch flow out of the refuge...how would you expect a balanced system?
You probably need to increase the flow out of the refuge past the flow to it...i.e...700gph into it..and maybe 750gph out...would prevent any bottlenecks...
Your entire system will only perform to the level of flow as the smallest bottleneck allows.
Of course this is all dependent upon my understanding of your orginal post.

Don,
I'm guessing here too, but here's what I would do.
Run one 1" bulkhead/drain from display tank to the refugium.
Run the other 1" bulkhead/drain from display tank to your sump.
The 1" bulkhead/drain that runs from the refugium to the sump - must be allowed to gravity drain to an open sump.
Open sump meaning that the drainline from the refugium as it enters the sump should not be underwater. The fuge water should fall out the bulkhead and "fall" into the sump.
If the refugium drainline goes to the sump and is submerged under the sump waterlevel .. you may experience some "chugging" as the water drains.
Open ended piping at the fuge bulkhead and open ended piping where this line feeds the sump will allow air venting for the drain.
In other words ... don't let the sumpwater level rise up inside the line coming from the fuge. Let the water fall out and hit the sump water level. Might make some splashing noise - but will certainly drain faster. No backpressure to contend with.
This may be the reason you're seeing this "must fill then release" condition.

WELL SAID BROOMER - THERE IS ONLY ONE LEADING IN FUGE AND OTHER DIRCT TO SUMP. THERE IS A MEDIA BAG ATTACHED TO THE PIPE FROM THE FUGE WITH A ELBOW ( THAT MAY CAUSE IT).
YES SOME SPLASHING.CAN i INCREASE THE BULK HEAD TO 1 1/2 IN THE FUGE TO THE SUMP FOR MORE FLOW ? AND i JUST ORDER A 12 MAG FROM USEING A 9 MAG FOR MY 90 .
