Protein skimmer how far up should the bubbles be?

Hey guys I have a reef octo nwb 150. The directions are so vague, I have it running in 10" of water, where should the bubble level be? Should it be right at the brim of the collection cup, but not running into it? I almost have to turn the water level adjuster to closed to get it to the top.
With it all the way in the open position, its just above the water line, no where near the cup. Thanks!

What you want to look for is the foam that gets collected. Turn up the skimmer till yo see the foam just stating to go up the "shoot" into the ollection cup, but not too fast.
I think it takes a day at least for a skimmer to break in, so keep a close eye on it..

If your skimmer is not making foam, make sure you tighten the connection fitting where the pump connects to the skimmer body. If it's not tight it will let water through and it will not make any foam.

GREAT!!!
Now just turn down the skimmer to cause the foam to build slowly and overflow into the collection cup.
