Protein Skimmer on a 24 JBJ

This plastic slitted thing they call a protein skimmer attached to the intake, what and how is this exactly supposed to work?

I think what you're referring to is a surface skimmer. It basically skims water from the surface to eliminate the film that can collect on the top of the water. A protein skimmer is a completely different piece of equipment.
