when mine does that something is plugged I have a rio pump I just take it out clean it up and it usually starts making bubbles again

Please post just what type of skimmer you have-someone here is bound to be familiar with your model and could give you some specific advice.
Many, but not all, skimmers have an air intake through a venturi on the water pump. Things like dirty foam filter intakes, blocked air intake lines, blocked of defective air bleed valves, can affect the operation of the skimmer and influence how the air and water is mixed in the reaction chamber.
