Puffed Puffer with Video!

I woke up around 5 this morning and saw my puffer puffing up, I actually had a camera next to my tank and was able to get a picture, he was already deflating so it isn't as big as he was.
What I don't understand is how he is coated with microbubbles?

those are not micro bubbles thats his skin. My dogface looks exactly like that when he puffs up too

I had a fugu (brackish puffer), but never saw him puff. That is freaky looking!
My wife caught one in the Gulf of Mexico that puffed up. The charter guide hit it back into the water like a volleyball. The sound was really neat when he hit him back in, but he deflated right away and swam away.
