Puffer acting funny

Porc puffer is swimmimg around crazy, just like he is getting electric shocks. His eye are also cloudy. The water tests are all coming up perfect. PH is about 8.3. I think it is ICH! Will he die from this or will it pass in a couple of days?

I got a box puffer at lfs and it started to do that two days later. It is not ich I think it is velvet and cloud eye. If there is tiny yellowish dots on fins and body. I returned it and got my money back though.
