puffer acting really wierd

i just recently added a puffer to my tank and i am trying to figure out what is wrong with him all he does is lay on the bottom and my girlfreind just noticed his tail is stuck to his body i woke up this morning and he was laying on top of my power and and then on top of it i saw him laying on the sand then he was floating at the top so i decided to put him in my quarantine tank until i found out what is wrong with him he is a spotted puffer and i hate to see hims truggle liek this what should i do???!

So did you remove the puffer from water at any time [during tranfer from tank to tank]??
