Puffer doing circles

I know this is saltwater but my fw fig 8 puffer fish is acting really really weird. He keeps spinning where ever he goes. Recently he lost his eye due to another fish I guess. Anyways he keeps running into the glass, and spinning and curling up weirdly, is there any way I can save him?

Try removing him from a tank with other aggressive fish. If he suffered something so significant as an eye loss from aggression, I can assure you that the aggression did not just come to a stop. Either remove him or remove the aggressor.
Is he still eating? How does he look?

he only eats if I put frozen bloodworms into a regular net. He swims into the net afterwards and he'll eat then. He keeps curling his body up, but he doesnt have any gray stress lines sooo I dont know. I put him in my other tank with non agressive fish but theres two problems there
first of all im afraid he might attack the other fish, and second its only 10 gallons, my other tank that he was in is 29 and he requires bigger than 10 gallons so I don't know what to do. The agressive fish that I guess got him was either one of my two albino african cichilds.

How big is that fish? Can you post a picture of him?

How big is the albino? If thats what you're asking for :
They actually look extremely small in this picture but they arent. They are like 2 and 2.5 inches.

He cant swim at all, you can see his little fins trying and he keeps puffing up but he cant stop floating, i think this is it for him. I would love to put him out of his misery but ill never ever be able to do that, so I guess I have to just let him be. Its really sad.

well he went under and swam akwardly, and i was able to put a bloodworm towards him and he ate it, very slowly tho
