Puffer TOO timid?

I've had a porc puffer for a while now and he's just not coming out of his shell. He was fine during quarantine (he was obviously all alone in the tank) and did "fair" when I moved him into the display tank. Hid more than I would have liked but at least came out for food. A week ago I added a small yellow tang and since then I cannot get the puffer to come out for ANYTHING. Not even live goldfish! Last night in frustration I finally moved a bunch of rock so that I could lift him out and put him back in the QT tank. He does great in there.... eats, interacts, looks healthy, etc. Are some puffers just too timid to be with other fish? I'm not sure what to do about it - I can't keep him in quarantine - the tank is too small.

well first off goldfish are one of the worse things you can feed any marine fish.. this will contribute highly to malnutrition along with fatty liver disease .which could cause premature death. you should only feed your puffer or any marine species for that matter marine species foods.. as for being shy how is your water quality compared to your qt do you have a lot of fast swimmer in the tank? many things could be contributing to your fishes shyness .. do his eyes look at all cloudy? or popping? id start with water quality see how that goes ..be sure your ph is not too high or too low this may also cause him to refuse foods
