The question that comes to my mind is did he puff up while being netted at the lfs or when you put it in your tank. It sounds like it has some air trapped does it look rounder in one area then the others. In most cases they can get rid of the air and frankly in some they don't. You said new in tank so don't panic yet. I have heard of Puffers with trapped air getting rid of it after a couple of days. When you say float up I also wonder do you mean it is floating around the top of the tank or does it just seem to be floating at the surface. Does it go back down under its own power and is it eating? Let us know a bit more and we will see what we can advise you.
One more thing I never net my Puffers I use a large plastic container to trap them and move them that way they are never out the water. When a Puffer puffs out of water it can be hard or even impossible for them to get rid of the air when palced back in the water.

Good Idea Pufferlover!
When I first put my dogface in my tank, I netted him trying to get him in the water fast. As soon as he hit air, he fuffed up like a baseball. I was very concerned as he thrashed around on top of the water like a wind-up toy. He expelled most of the air in a few seconds and did make it under water. He had air trapped in him for about 2 days before he managed to get rid of it himself. He has been fine since then.
