Puffy scales Ulcer?

My blue face is swimming around, i come to take a close look and i see an area on his side this is a bit puffy. The scales in the area come up a bit should i be worried? about 3-4 scales puff up a bit and is slightly pink under its very hard to notice.:notsure:
