PUMP question

What kind of out of water pump would you recommend for a 75 gal reef? What is the normal range to spend on a pump?

The price depends mainly on the style of pump (external or submersible) and the quality of the brand.
For submersible, you've got your bottom end like Rio, Ocean Runner, etc, and on the top end, Danner Mag, Eheim, Quiet one, etc.
For external, there's pan world, blueline, etc on the low end, and iwaki, sequence, etc on the top end. However, quality of external pumps is usually very good regardless.
For smaller tanks, most people use submersibles. In your case I'd recommend a Mag 9.5, Eheim 1260, etc.

and btw its an external pump. So what should I be spending for something decent?
Im not sure what you mean by loop or return? Basically it pumps water straight up into the tank and the overflow returns it into the sump.

So its a return pump (returning water from the sump to the tank). A loop refers to a closed loop system. Very nice in my opinion as it removes the need for powerheads. Unfortunately you would have to drill the tank if you want it to work/look right. I've seen a over the top style but in my opinion you may as well have powerheads at that point. Just my opinion, yours may differ.
