like Snipe said, very little bacteria is in the water itself, it forms on the glass, in the filter and on everything else in the tank, even if you use cycled water then a small cycle will still occur each time. I have also found that the method of just doing daily water changes to keep the levels down is risky, there are some days it is just impossible to get a water change in.
