I set up my 29 gal QT using H2O from the display tank and filter medium with load as well. I also put in 10 lbs of live rock to help it along.... question is that it's been up for a week and all water tests look like it's ready to go. Is the fact that I pulled everything from an established tank mean it's alreay cycled?? My H2O show 0 amonia 0 nitrite and about 10 nitrate. Does it make sense that it's ready to accept a new buddy already?

Your tank should only be considered partially cycled. If you need to, go ahead and start treatment in this tank. I would not add a shrimp or anything else to get a formal cycle started. The fish to be treated will add ammonia which will then get the cycle going. You would need to watch your water parameters very closely and you might have to change the water frequently. It would also be a nice idea to have some Amquel (or something similar) on hand in case your ammonia level were to spike.
