It sounds like you are going to have a QT setup permanently rahter than just when you need it, is that right?
First off, be sure to paint the bottom [and perhaps the sides too, except for the front glass] black. QT/hospital tanks are best without adding substrate. However, in the absense of substrate the bottom glass becomes very reflective and stressful for fish. Painting the bottom will eliminate this problem.
Choose either fake rock decor or PVC to create comfort zones for your fish. To cycle, you can do this by adding a piece or 2 of fresh shrimp to your tank and letting in decompose in the tank once you setup.
No need for lighting, unless you want it.
