Quarantine tank with sand or gravel and Bio-filter for new fishes?

Folks,
After reading the good article from another forum about the quarantine which look like "Fish-Only" tank which itself is for quarantine tank for new fish coming from lfs or internet-orders.
The set up is basic set up NOT NECESSARILY to be an EXPENSIVE set ups as main tank. Sand can be provided, a couple of plastic-thing or rock or whatever can be provided as hiding purpose. One strip light would be enough. Bio-filter or UGF provide. This is an ideal for "new introduce fish coming to home" before put them in main tank so quarantine them first.
I have a 29 gallon tank which I strongly consider will use it as a quarantine tank this way it will save me money from buying an expensive stuff for that small tank! I rather use large tank as main tank. SO WHAT DO YOU THINK? Would this be a good "quarantine set-up" and use it as "fish-only" tank??? Mr Tang WHAT DO U THINK????
Thanks
P.S. If Hydrosalinty is needed and will it hurt the "well established" gravel/sand, Bio-medias,and chemical release from oraments (rock etc)???

Poor Mr. Tang. He is in such demand these days. :( I guess that's the price you pay for being a great assistance to many. :)

Mr. Tang unfortunately is not a moderator, as far as I know. But I don't know of this whole competition you are talking about, so maybe you meant a regular member. SWF.com site administrators could do a better job of making announcements to all members on the site when announcements need to be made (e.g. policy switchs, competitions, etc). However, it's nice to see those polls all the time. :)
