If the new quarantined fish shows no signs of ich and is eating well after the first week, is it ok to release him in your display tank?

Well it has been almost 2 weeks and there's no sign of ich but it does look like maybe an ulcer underneath his mouth on his body. He keeps scratching that area on the sand like it would be ich. I'm going buy a kit to test my water parameters but he is the only fish in a 20 gallon long quarantine tank. I just did a 2 gallon water change. My salinity is at approx. (.15) What are your thoughts?

When my fish got ich they started scratching themselves on the sand before the white spots appear but have you thought of fresh dipping the fish

No I haven't. I'm not very experienced with a freshwater dip. My levels are as follows: PH = 8.4, Nitrates = 40 PPM, Nitrites = .5 PPM

A fresh dip ain't too bad it will get rid of most ich but the fish may loose color but it will come back
