Quck lighting question

I am looking at Coralife T5 Actinic 03 Bulbs. It says that they are 100% blue actinic 03 phosphor that peaks at 420 nanometers. Does this mean that they are only moon lights or do you keep them on during the day? Are they daytime or night lights I guess is my question.

They are dawn and dusk lights. You can keep them on all day long with the daylight lights to give a more vivid color to the tank. They just make the transition from night to day and day to night.
