I wouldn't but it's up to you really. It's possible the fish is healthy however, it's possible that it may show symptoms in a few days or longer in which case you'll have to begin hypo at that time.

Agreed. Initial quarantine is for observing a new fish for signs of illness. IMO, there is no sense in administering any therapies that aren't indicated. Hyposalinity is a good intervention for parasites, however fish can come with other problems that hypo won't cure, so I'd simply keep the fish in quarantine for 3-4 weeks and watch it for any red flags, and make sure it is eating well.

I agree as well. Watch your fish closely and inspect him daily. You can keep him in quarantine longer if you are not sure.
