Question for hyposalinity/ich experts

Hi everyone. I have a porcupine puffer that developed ich, he's in a fo tank with several other hardy fish. I decided to do hyposalinity in this tank, rather then treat him in a hospital tank since the only extra tank I have has live rock and live sand in it. I removed the two inverts that were in there and put them in the other tank, they're doing fine. I decided to drop the salinity over a 72 hour period to reduce the shock to the fish.
Now the problem...I have verified (with a refractometer and a test from a lfs) that I'm sitting at 1.009 SG. The tank has been that way for 5 days. I've been watching the porcupine puffer carefully, there really isn't too much improvement, but the ich hasn't gotten worse. Heres the thing, I'm seeing spots now on two other fish that didn't have any before!!!
I thought of this possibility, I'm looking at you guys for confirmation/other suggestions. I'm thinking that the two other fish may have had ich before, and the specs are now just appearing as a function of the life cycle of the parasite. I'm hoping this is the case, because I can't imagine that other fish would have contracted ich while the SG in the tank is at 1.009. They appeared ich free when the hypo started.
Any guidance/suggestions/comments you guys have would be welcome.
