Question on a All-Seas-Marine protein skimmer

I purchase a All-Seas-Marinerotein Skimmer off ----. Brand new never used. Did not come with instructions.
My question is how do I adjust the intake? I plugged it in, its foaming, but not up the the top piece.

The riser tube (the one with the sponge on it) where the water pours out of the skimmer is adjustable, pull the tube up to raise the water level in the skimmer, and push it down to lower the level.
