Question on those DIY pvc overflows

Does the part in the tank need to be a certain length or just shorter than the outside?
I was wanting to make it 5" inside the tank and 18" outside the tank.
I've been looking through those threads and couldn't find the answer I was looking for.

But will it still keep the siphon?
My understanding is, when you first prime the thing you make the siphon with the first "u" inside the tank. If power goes out water stops at the top of the "u" because there is no pressure to push the water over the tank. But the water is still there, free from air. Then power kicks on and pressure pushes the water down the tube and over the tank.
Therefore my thinking is this: The length inside the tank shouldn't really matter because it is the same pressure pushing less water.
