Is it normal that your Xenia look like it pinch on th stalk.
And kind of hanging over to the side like it trying to move.
Any info will be helpful.
Thank You

One of my stalks is doing the same, and yes, I think he is trying to relocate. That's a slow process! There are two large and one small stalk on the same rock. The largest moved over and now the second one is starting, the stalk at the very closest to the rock looks too small to support it and it's on the very edge.
Is yours healthy looking, otherwise?

Almost every soft coral with "move", some faster than others, xenia can move rather fast in my experience.
To answer your question, yes, xenia will "pinch" at its stalk and almost look like it has two or more feet moving in a particular direction, often times higher in the tank and closer to the light.

You can if you want. I find it easier to just let them spread to new rocks rather than cut them and try to reattach. Just place new small rocks close the the stalk and it will "walk" right on to the new rock that you want it on after a week or so.
